Sailor Phi (named after the Greek Alphabet Phi [Φ]) appears in Act 45 speaking to Galaxia. Unlike Chi, Phi seems more of the mellow version of Chi. Phi is seen more often in the manga than Chi and uses magical attacks ("Galactica Plant Blizzard!") to kill. In the black and white manga, Phi is wearing a black dress. In the Materials Collection, Takeuchi Naoko has colored her outfit in a dark green. Another way to tell the two Star Gardeners apart is that Phi is the Star Gardener with two bangs of hair.
