This is the title page for the conclusion of the first series of Sailor Moon. It had a great deal of impact on the first series, probably because the four couplings on the right side were unexpected. Clearly, Takeuchi did not write down any hard evidence in the manga showing true romance between these eight, however she did think about it.
There are hints in Code Name Sailor V and Bishoujo Senshi Sailormoon that indicate some sparks of interest between Sailorvenus and Kunzite. In Act 15 of Code Name Sailor V during a discussion between Adonis and Venus he indicates how he saw her staring into Kunzite's eyes. In Bishoujo Senshi Sailormoon when Venus and Kunzite meet for the first time in the past, she blushes when he talks to her.
It is true that the senshi all have different relationship statuses with Sailormoon and that the "Inner" have the closer relationship, while the "Outers" are remote. Scientifically, the planet Jupiter is considered an "Outer" planet since it on the outside of the Asteroid Belt, thus debunking the term "Outer" incorrect since Sailorjupiter has a close relationship with Sailormoon. It is noted in the manga, that Pluto, Uranus, and Neptune monitor the Outer Realm of the Sol System, which is perhaps another indication of where the term "Outer" spawned.
In my opinion the love is a little of both. The only male that Sailorpluto comes in close proximity with throughout the manga is King Endymion. She is also loyal to the Sol System standard is a guardian of the Royal Family, thus is in "love" with the Royal Family. Regarding the color manga image that Takeuchi drew featuring Neo Queen Serenity, King Endymion, and Sailorpluto was probably drawn in that style to show the arc in the storyline that features the Royal Family and through Sailorpluto's Time Gate/warp is how this particular storyline came together.
As noted on Neo Queen Serenity's page, on the Earth's Moon there is a location (lunar mare) called Mare Serenitatis, which is directly translated as Sea of Serenity. Takeuchi places the past Moon Kingdom directly on Mare Serenitatis. She acknowledges that there is a location on the Moon named Mare Serenitatis. Serene adj: shining bright and steady or clear, free of unpleasantness, utter calmness. The adjective clearly personifies the characteristics that Serenity (the character) demonstrates throughout the manga.
Many sites indicate that Takeuchi meant Selenity since Selene is Greek mythology's goddess of the moon. Yet in the English language there is no such noun Selenity as there is of Serenity.
True, many of Takeuchi's names in the manga do not actually make sense i.e. Heavy Metal Papillion, but in a more reasonable conclusion that Takeuchi would have just named her main protagonist as Selene instead of adding the -ity. As with many Japanese anime/manga merchandise translated words can often be wrong. As seen above pictures, a variety of grammatical and spelling errors i.e. Qeen = Queen.
